In the past, ethics were inseparable from politics in the political books, which were written to make suggestions to statesmen and sultans in the Islamic world to establish a just administration. For this reason, ethical values such as justice, reason/knowledge, and virtue/happiness were accepted as the absolute condition for the continuity of the state. These concepts, which are given such importance, have been specially examined in many related works and texts of politics in Turkish culture, as in other cultures since ancient times. The knowledge of the universally accepted concepts of justice, reason/knowledge, and virtue/happiness is given through dialogues such as sample narratives and questions and answers. While the aforementioned concepts are being discussed, the effects of the views in the works of philosophers such as Aristotle, Plato, Socrates Farabi, and Kindi are vividly visible. It demonstrates that the texts are united in the definition of the plural, universal ethical concepts that they are derived from. In addition, it should not be forgotten that the needs arising from religion, tradition, and social structure are also effective in forming the knowledge of ethical concepts. For example, although there is a deep understanding of Indian, and Iranian culture and state in Kelile and Dimna, it is seen that the Persian, Arabic, and Turkish translations of the text are interpreted from the perspectives of the relevant cultural and religious circles, without departing from the universal. The concepts that are the subject of study in Kutadgu Bilig and Kelile Dimne, as in other philosophers, are based on justice because, as Aristotle states, being just is not a part of virtue, but the whole of virtue. Justice, which is associated with knowledge, reason, and morality in Kutadgu Bilig, ensures the continuity of the state; makes God and man happy. The emphasis in Kelile and Dimna that the continuity of the state will be ensured by justice draws attention, and the reason is the basis of justice and eudaimonia. In this context, in our study, we tried to examine the concepts such as justice, reason, knowledge, virtue, and happiness, which have been evaluated within the concept of ethics in all of the texts related to state administration and political science since ancient times, through examples specific to Kelile and Dimne and Kutadgu Bilig.
