The concept of migration in the Orhon inscriptions was discussed in this study. For this reason, first of all, the inscriptions of Köl Tigin and sewed after death Bilge Khan were written by Bilge Khan. Since the texts in these two inscriptions are the words of the Khan himself, the concept of migration here also gives us the meaning of how the migration event was looked at during the Köktürk period. Surely, when the concept of migration is understood for the states established in the steppe, it will be better understood how they can survive and how they can be downfall. As can be seen in the study, each decrease from the steppe causes weakness. In the opposite case, the arrival of the steppe reinforces the life of the steppe.
