Millî Eğitim Bakanlığı tarafından 13/05/2022 tarih ve 49594775 sayılı öğretmenlik kariyer basamakları mesleki gelişim çalışmaları ve eğitim programına ilişkin yönerge hazırlanmış ve öğretmenlerin, öğretmenlik kariyer basamaklarında yükselmeleriyle ilgili usul ve esaslar belirlenmiştir. Bu araştırmada Resmî Gazete’de yayımlanan aday öğretmenlik ve öğretmenlik kariyer basamakları yönetmeliği ile ilgili Türkçe öğretmenlerinin görüşlerinin belirlenmesi, yönetmeliğin ortaya çıkardığı sonuçların tespit edilmesi amaçlanmıştır. Nitel araştırma desenlerinden fenomenolojik desen, desen türü olarak da betimleyici modelden faydalanılan çalışmanın verileri 2022-2023 eğitim- öğretim yılında Bayburt il merkezinde görev yapan 14 Türkçe öğretmeninden toplanmıştır. Veri toplama sürecinde 14 sorudan oluşan yarı yapılandırılmış görüşme formu kullanılmıştır. Araştırmada elde edilen verilerin analizinde içerik analizi tekniği kullanılmıştır. Türkçe öğretmenleri özelinde yapılan değerlendirmeden hareketle Öğretmenlik Kariyer Basamaklarında Yükselme Yönetmeliği’nin beklentileri karşılayamadığı, bunun yanı sıra yönetmeliği öğretmenlik mesleğinin kariyer mesleği olması adına oldukça önemli olduğu söylenebilir. Yönetmeliğin içeriği ve uygulanışıyla ilgili sorunların ortadan kaldırılması, sistemin eksikliklerinin giderilmesi için öğretmen görüşlerinden hareketle öğretmenlik kariyer basamaklarında yükselme yönetmeliği gözden geçirilmelidir.

The Ministry of National Education prepared a directive on the teaching career steps, professional development studies and training program dated 13/05/2022 and numbered 49594775, and the procedures and principles regarding the promotion of teachers in the teaching career ladder were determined. In this study, it was aimed to determine the opinions of Turkish teachers about the regulation on candidate teaching and teaching career steps published in the Official Gazette, and to determine the results of the regulation. The data of the study, which used phenomenological design from qualitative research designs and descriptive model as design type, were collected from 14 Turkish teachers working in the city center of Bayburt in the 2022-2023 academic year. In the data collection process, a semi-structured interview form consisting of 14 questions was used. Content analysis technique was used in the analysis of the data obtained in the research. Based on the evaluation made specifically for Turkish teachers, it can be said that the Regulation on Advancement in the Teaching Career Levels did not meet the expectations, and besides, the regulation is very important for the teaching profession to be a career profession. In order to eliminate the problems related to the content and implementation of the regulation and to eliminate the deficiencies of the system, the regulation on promotion in the teaching career ladder should be reviewed based on the opinions of the teachers.
